HCS SB 856 -- LICENSE PLATES SPONSOR: Engler (Fallert) COMMITTEE ACTION: Voted "do pass by consent" by the Committee on Transportation by a vote of 7 to 0. This substitute allows a person who has been awarded the Armed Forces Expeditionary Medal to receive a special license plate with the words "ARMED FORCES EXPEDITIONARY MEDAL" and bearing a reproduction of the Armed Forces Expeditionary medal. To obtain this plate, a person must make an annual application, furnish proof of eligibility, and pay a $15 annual fee to the Department of Revenue in addition to the registration fee and any other documents required by law. The substitute also exempts permanent nonexpiring license plates issued to commercial motor vehicles and trailers registered under Section 301.041, RSMo, from the new design license plate requirement taking effect by January 1, 2009. FISCAL NOTE: Estimated Cost on General Revenue Fund of Unknown - Less than $100,000 in FY 2009, FY 2010, and FY 2011. Estimated Income on Other State Funds of Unknown - Less than $216,800 in FY 2009, Unknown - Less than $100,000 in FY 2010, and Unknown - Less than $100,000 in FY 2011. PROPONENTS: Supporters say that the bill allows special license plate recognition for these military medal recipients. Testifying for the bill was Senator Engler.
